The executive leadership team at Integrated Real Estate Group brings decades of experience across development, construction, finance, and operations. Through the company’s vertically integrated platform, they guide projects from sourcing opportunities through development, construction, and long-term operations.
Many members of the leadership team have spent more than a decade with the organization, resulting in an average leadership tenure of more than 16 years. This depth of experience provides the stability, operational expertise, and long-term perspective that support the company’s continued growth.
Today, Integrated Real Estate Group supports more than 1,200 employees across communities throughout Texas and Oklahoma, working together to deliver high-quality housing while creating lasting value for residents, partners, and the communities they serve.
Rick Simmons
Founder & CEO
Rick Simmons founded Integrated Real Estate Group in 2003 and brings more than 30 years of real estate development experience across multifamily and senior living communities. He has led the development of more than 15,000 units representing over $1 billion in total project value. Under his leadership, IREG has grown into a fully integrated platform spanning development, construction, and operations—driven by disciplined execution, strategic partnerships, and a focus on long-term value creation.
Kenneth W. Fambro II
COO
Kenneth Fambro joined Integrated Real Estate Group in 2005 and oversees development strategy, acquisitions, feasibility analysis, and joint venture relationships across the firm’s platform. He brings extensive experience structuring multifamily transactions, utilizing transitional equity, taxable and tax-exempt bond financing, and conventional and federally insured debt. During his tenure, he has overseen the development of more than 5,000 units representing over $500 million in total project costs, supporting the firm’s disciplined growth and capital execution.
Garrett Phillips
CFO
Garrett Phillips leads Integrated Real Estate Group’s financial operations, overseeing accounting, treasury, corporate finance, investor relations, and risk management across the firm’s portfolio. Prior to joining IREG, he worked in Ernst & Young’s assurance practice, serving real estate and private equity clients. Garrett brings disciplined financial oversight and capital markets expertise that support the company’s strategic growth, operational performance, and long-term value creation.
Paul Milosevich
CIO
Paul Milosevich oversees development, financing, and operational strategy for Integrated Real Estate Group’s Integrated Senior Lifestyles division. Before joining IREG, he held positions with South Bay Partners Ltd., Goldman Sachs, The Prudential Realty Group, and Hunt Properties. His experience across institutional real estate investment and senior living operations strengthens the division’s ability to execute strategically and deliver long-term value across the portfolio.
Rory Johnson
VP, Property Operations
Rory Johnson leads property management and operational strategy for Integrated Real Estate Group’s Affordable Housing portfolio, overseeing assets from pre-leasing through stabilization, refinancing, and sale. With more than 30 years of experience across commercial banking, multifamily construction, and housing operations, he brings a comprehensive understanding of asset performance and risk management. Prior to joining IREG, Rory spent 13 years in the Commercial Lending Division of Bank One–First Chicago Corp (now JPMorgan Chase), strengthening the firm’s approach to disciplined execution and portfolio oversight.
Brooke Malone
Regional Director of Operations
Brooke Malone is a seasoned multifamily operations leader with over 20 years of experience driving portfolio growth, operational excellence, and team development across Texas markets. Known for building high-performing teams and improving NOI, Brooke has successfully scaled portfolios from 300 to over 4,500 units while maintaining strong occupancy and resident satisfaction. She leads with strategy, accountability, and a passion for people.
Darla Bailey
COO, Integrated Senior Lifestyles
Darla Bailey joined Integrated Real Estate Group in 2011 and leads operational oversight for the Integrated Senior Lifestyles division across lease-up and stabilized communities. She drives performance through disciplined compliance management, quality assurance programs, and service excellence standards that support both resident satisfaction and financial outcomes. Her leadership reinforces the division’s commitment to regulatory integrity, operational consistency, and long-term value creation.
Andrew Chapin
President, Integrated Senior Lifestyles
Andrew Chapin serves as President of Integrated Senior Lifestyles, overseeing operational strategy, revenue growth, and portfolio performance across the division. Rising through the organization from manager in training to regional director of operations, he brings extensive operational insight and senior living expertise. His leadership aligns disciplined execution with strategic growth initiatives to drive occupancy, performance, and long-term value creation.
Amber Hartsfield
Director, Human Resources
Amber Hartsfield has been with Integrated Real Estate Group since its founding and leads human capital strategy as Director of Human Resources. She oversees recruitment, benefits administration, payroll, compliance, and risk management, partnering with executive leadership to enhance organizational performance and scalability. Her leadership supports the firm’s commitment to operational excellence and sustainable growth across its integrated platform.
James Wiggins
VP, Senior Housing Construction
James Wiggins leads construction oversight for Integrated Senior Lifestyles, managing projects from design concept through completion across Independent Living, Assisted Living, and Memory Care communities. With an architectural background and tenure at IREG since 2007, he brings comprehensive expertise across development and construction. His leadership ensures efficient execution, design integrity, and consistent project performance across the division.
Brad Heald
VP, Multifamily Construction
Brad Heald brings more than two decades of multifamily construction experience and serves as Vice President of Multifamily Construction. Having progressed from assistant superintendent to executive leadership, he oversees all phases of development, from plan review and contract negotiation through construction completion and turnover. His leadership emphasizes disciplined execution, operational efficiency, and continuous process improvement across the portfolio.
Blake Tomlin
VP, Construction
Blake Tomlin oversees construction execution and development coordination across Integrated Real Estate Group’s multifamily and independent senior living portfolio. Since joining the firm in 2012 as an on-site superintendent, he has held multiple roles across field operations and corporate leadership. Blake has directly led the construction of more than 2,000 units and has contributed to the development and construction of more than 5,000 units, supporting disciplined project delivery from early development through completion.
